City Council Work Session
August 18, 2014
Present were: Mayor Grenier, Councilors Otis, Remillard, Benski, Higbee, Rozek, and Theberge; Councilors Nelson and Morgan Allain were absent
Others present: City Manager Jim Wheeler, Community Development Director Pamela Laflamme, Fire Chief Randall Trull, Housing Coordinator Linda White, Police Chief Pete Morency,
PSNH Lease Agreement
Ms. Laflamme reported that the indemnity language for a lease agreement with PSNH has been thoroughly vetted by Primex and PSNH and it works for both. She added that PSNH will put in the parking lot; however the maintenance is the city’s responsibility. There is no cost to the lease. Councilor Rozek moved to approve the lease agreement with PSNH for parking at Community Field and authorize the City Manager to sign the lease on behalf of the City; Councilor Higbee seconded and the motion carried. Mayor Grenier asked that a thank you is sent to Paul Ramsey. All voted in favor of the motion.
Route 110 Addressing
Ms. Laflamme explained that there is a section of First Avenue that will need to be re-addressed due to the Route 110 realignment. As it is now, Green Street becomes First Avenue, then Wight Street, Jericho Road, West Milan Road, and finally Route 110. Councilor Benski suggested that it would be easier to navigate the route if it had one name. Tourists arriving into the City would see Jericho Road and immediately know that they are in the right place. Mayor Grenier suggested that addressing be done once. Ms. Laflamme noted that six properties have to change and the others are optional.
Councilor Remillard asked for a map that would report how many addresses and how many businesses are affected. Councilor Higbee asked for information on how much a change could financially impact a property owner as well as a business.

Councilor Rozek asked about researching the Hatfield McCoy Trail System in West Virginia.
Non-Public Session
Councilor Remillard moved with a second from Councilor Benski to go into non-public session per RSA 91-A:3 II ~(d) Consideration of the acquisition, sale or lease of real or personal property which, if discussed in public, would likely benefit a party or parties whose interests are adverse to those of the general community. So moved, the motion carried unanimously by roll call.
Councilor Rozek moved with a second from Councilor Higbee to seal the minutes until there has been resolution to the sale of the property as releasing them would render the proposed action ineffective. So moved, the motion carried unanimously by roll call.
Councilor Rozek moved with a second from Councilor Higbee to come out of non-public session. So moved, the motion carried unanimously by roll call.
